Three children pass by a downtown building in Waterloo on Thursday evening, as flood waters recede and puddles slowly diminish. As of Thursday evening, Mayor Tim Hurley partially lifted the evacuation ban for downtown businesses. They will be allowed to open as of Friday morning at 6am, and consumers will have limited access.
